Minnesota Caps HOA Fines at $100 After a Roofing Scandal

Minnesota Governor Tim Walz signed a new HOA Bill of Rights capping association fines at $100, after an investigation found an Otsego, Minnesota HOA had charged residents more than $18,000 each for roofing work steered to a subsidiary of the association's own manager.

The bill passed with wide bipartisan margins in both chambers, and came only after an insurance trade group publicly called for an attorney general investigation into the underlying scandal. Minnesota joins Georgia as one of two states to sign real HOA fine and fee limits into law within a single month of each other in 2026.
